[Bug 2110579] [NEW] v4l2-ctl man page and help missing options

Public bug reported:

While debugging libcamera, I've learned that v4l2-ctl supports the
following command-line:

v4l2-ctl --device /dev/video0 --stream-mmap --stream-to=frame.raw
--stream-count=1

None of --stream-mmap, --stream-to, or --stream-count is documented in
the man page.  None of these 3 arguments is documented under v4l2-ctl
-h.
