[Bug 2111245] [NEW] file transfer icon does not appear with external usb-a / usb-c leading to data destruction

Public bug reported:

This bug has been here for a while.

Often the transfer icon does not appear (currently), or the icon is not
showing countdown. 22.04, 24.04 JJJ

Unfortunately, when you ctrl+x and move to a new place on external USB,
you may just lose all the data.

It is not "sensical". It results in 0 bytes files instead of partially
transferred files. This latest one was only 200 kB, so should've been
completed in a second or two.

>From memory: in last version (JJJ 22.04) the icon displays, but will not
update the time to completion. Just a loading circle.

This makes me very scared to do anything important with files on this
OS.

Please fix. This is very unfriendly bug.

Hope you guys are familiar with what I'm talking about. It effects other
PC's too, not just this one.

Thanks
