[Bug 2109600] Re: VRF configuration silently fails if kernel vrf module is not loaded

We could consider shipping a /usr/lib/modules-load.d/netplan.conf
snippet, that loads corresponding kernel modules.

I think there are more cases like this, e.g.

- vrf
- wireguard

Bug description:
Hello I am trying to use netplan to create a vrf, add routes to the
vrf and add interfaces to the vrf.

This document seems to show netplan support for vrfs.

After some debugging I found out that the vrf kernel module was not loaded.
It would be nice that Netplan warns/fails on apply when this is the case.

  OS: Ubuntu 24.04.2 LTS x86_64
  Kernel: 6.8.0-57-generic
