  Merge fontconfig from Debian Unstable for questing

Status in fontconfig package in Ubuntu:
  New

Bug description:
  Scheduled-For: ubuntu-25.06
  Ubuntu: 2.15.0-2.2ubuntu1
  Debian Unstable: 2.15.0-2.3

  A new release of fontconfig is available for merging from Debian
  Unstable.

  If it turns out this needs a sync rather than a merge, please change
  the tag 'dcr-merge' to 'dcr-sync', and (optionally) update the title
  as desired.

  fontconfig (2.15.0-2.3) unstable; urgency=medium

    * Non-maintainer upload.

        + Entries due to dropped Ubuntu patches and move from /etc to /usr
      - debian/rules:
        + Config option to generate the 10-sub-pixel-rgb.conf symlink
