Title:
  usrmerge permission denied convert-usrmerge

Status in usrmerge package in Ubuntu:
  New

Bug description:
  I was upgrading Ubuntu in a terminal in WSL using distribution upgrade
  after apt-upgrade.  First upgrade moved to Ubuntu 18.04 (I am not sure
  about the version... but it was 18.x).  I re-opened the WSL terminal
  and did another distribution upgrade.  This one got a permission
  denied error.

  Smartmatch is experimental at /usr/lib/usrmerge/convert-usrmerge line 172.

  Can't rename /lib: Permission denied at /usr/lib/usrmerge/convert-usrmerge line 255.

  /usr/lib/usrmerge/convert-usrmerge until it will complete without errors.

  has been run successfully.
