[Bug 2113860] Re: Mouse or window stuck in dual monitor use case

Bug description:
I am using laptop with external display where laptop's LCD is primary
monitor and external display is secondary monitor.
Sometimes, when I move mouse from primary desktop to extended desktop the mouse cursor does not move over the edge of the first desktop but rather bumps into the edge and remains stuck on the edge. Moving mouse
back end forth "releases" the cursor from edge and moves to the extended desktop.
Same happens with a window. For example, if I try to drag the Settings window from primary display to secondary, the window will not want to move to secondary display, but it will rather want to expand
to the right half of the primary desktop.
As in the first case dragging window left-right will "release" the window and it can be moved to extended
desktop then.
