Hi, I am not sure I fully get this question:

Questing currently has 1.24.0-1, so that it will ship with that version
(or perhaps a newer one).

It is my understanding that 1.24.0-1 fixes this bug, but
Noble/Oracular/Plucky remain affected. Is this correct?

Fixing existing Ubuntu stable releases requires identifying a minimal
set of patches that do fix the problem, and delivering those as SRU
updates.
