  Backport GFX12 to 24.2.8 mesa release

Bug description:
  [Impact]

  Due to hardware changes, GFX12 is not functional with mesa 24.2.8, and
  doesn't start working until upstream mesa 25.0. This series of
  backports (11 commits) will get it working on Mesa 24.2.8.

  [Test case]

  Install the updated packages, boot up on GFX12 enabled machine, check
  for instance 'glxinfo -B' that it shows the native driver being used.

  [Where things could go wrong]

  It could affect earlier generation Radeon GPU's, but since the
  backport is limited to just GFX12 and comes from the vendor, the
  chance of problems should be limited.
