Bug description:
  The current version of psmisc is FTBFS on questing with proposed
  enabled.

  The dh_auto_test step is failing, because the test suite is checking for specific regexes in the command outputs. For example, see this killall test:
  ```
  set test "killall list signals"
  spawn $killall -l
  expect_pass "$test" "^(\[A-Z12\]+\\s*)+$"
  ```

  All commands (killall, fuser, etc) are presenting an error message
  before the output, which is causing the regex to fail, as seen in the
  test log snippet below:

  ```
  spawn /build/reproducible-path/psmisc-23.7/src/killall -l
  /bin/stty: invalid argument 'sane'
  HUP INT QUIT ILL TRAP ABRT BUS FPE KILL USR1 SEGV USR2 PIPE ALRM TERM STKFLT
  CHLD CONT STOP TSTP TTIN TTOU URG XCPU XFSZ VTALRM PROF WINCH POLL PWR SYS
  FAIL: killall list signals
  ```

  This seems to be related to
  https://github.com/uutils/coreutils/issues/3860, so I am adding rust-
  coreutils as a target for this bug.
