Hello and thanks for the bug report.

Can you provide a specific command line invocation which demonstrates
the slowdown? Were you running a regular update or upgrade, and what is
your point of comparison? How frequently do you encounter slowness with
needrestart?

  lately needrestart takes an awful lot of time

Status in needrestart package in Ubuntu:

Bug description:
  lately needrestart drastically slowed down any apt upgrades or
  installs. this was not the case before. checking the package, it
  greatly surprised me that this presumably mission-critical piece of
  code is written in perl and not in c/c++.
