I would triage this as a "Wishlist" importance bug, since it is a user request for new functionality in openvpn that would just make the user flow more obvious - but the bug doesn't actually result in any degradation of the underlying service.

  OpenVPN does not inform user about missing login name and silently

Bug description:
  1.) The release of ubuntu:
  Description:	Ubuntu 25.04

  2.) Version of the package:
      1.12.0-2

  Some details about my VPN settings:
  Authentication type: Passowrd
  CA certificate:  client-cap.pem
  I loaded the VPN configuration from a file provided by my employer. I have been successfully using it in other linux notebook for a period of a few years already.

  3.) I tried to actually use the VPN connection. I filled in the
  password field and tried to activate the VPN. I expected the VPN to
  start working.

  4.) The networkmanager failed to open the VPN connection asking me for
  the password again and again and again. The password was correct for
  sure. What was missing (and at first I did not know about it) was the
  VPN username. I do not remember if I was ever asked for it on this
  ubuntu system. Most likely not, because today I discovered the VPN
  username field to be empty.

  So, the bug or a quite undesired feature is that OpenVPN in my
  configuration does not inform user that the VPN username field is
  empty. It just asks for the password repeatedly, ignoring the empty
  VPN username field and being absolutely silent about it, thus giving
  he user impression that the password is incorrect.
