  Drop hibagent package from the archive

Status in hibagent package in Ubuntu:
  Fix Released

Bug description:
  hibagent is no longer maintained by upstream[0]. The agent was required to support hibernation on EC2 spot instances.
  Nowadays the hibernation agent used for non-spot instances can also be used for spot instances.

  cloud-images build from CPC do already only contain [1] since 25.10 so
  drop hibagent from the archive entirely. CPC has confirmation from AWS
  that we can drop the package.

  
  No other package depends on hibagent so this is safe to remove.
