[Bug 2115286] Re: plymouth splash not shown on shutdown
That's a very old issue I remember from last year. It isn't this bug.
If fbcon *ever* took over the console during the uptime of the system
then you may see some text between logout and reboot/shutdown. This
includes if you ever logged into other VTs.

As pointed out, the problem is that /run/systemd/fsck.progress is
already created/not cleaned up, so at boot plymouth exits early
thinking it's already running.
This is straight forward to fix.
