[Bug 2115334] [NEW] USB Audio Device (C-Media 0d8c:0012) requires unplug/replug cycle after boot to function properly

Public bug reported:

After system boot, USB audio devices using the C-Media Electronics USB Audio Device (vendor ID 0d8c, product ID 0012) are detected by
the kernel and appear in /proc/asound/cards and arecord -l output, but fail to function for audio recording. The device reports
"Sample format non available" errors when attempting to record, despite showing correct hardware parameters.

The issue is resolved by physically unplugging and replugging the USB device, after which recording works normally with the same
  hardware parameters.

  Steps to reproduce:
  1. Connect C-Media USB Audio Device (ID 0d8c:0012)
  2. Boot system
  3. Run: arecord -D hw:X,0 -d 2 -f S16_LE -c 1 -r 44100 test.wav (where X is the device card number)
  4. Observe "Sample format non available" error
  5. Unplug and replug USB device
  6. Repeat step 3 - recording now works

Expected behavior: USB audio device should be fully functional
immediately after boot without requiring physical reset.

System: Ubuntu 25.04, kernel appears to properly detect device but USB
audio driver initialization fails on first boot.
