[Bug 2115605] [NEW] system cannot boot into GUI with libpciaccess 0.17-3ubuntu0.24.04.1

Public bug reported:

After upgrading libpciaccess in Linux Mint from 0.17-3build1 to
0.17-3ubuntu0.24.04.1 the system is not booting into GUI anymore. After
the text login prompt, when I'd expect to see GUI loaded (with a
graphical login screen) what I see instead is the following error:

nouveau 0000:01:00.0: bus: MMIO write of 00870ff0 FAULT at 100c10 [
PRIVRING ]

this log is prepended with a timestamp (i.e. seconds from boot) and it
is being repeated infinitely (roughly once per 12 seconds).

I have moved the system back to the old version of the package, but if
required I'm able to reproduce the problem and collect more logs.

Some details of my system:

$ uname -a
Linux Acer 6.8.0-62-generic #65-Ubuntu SMP PREEMPT_DYNAMIC Mon May 19 17:15:03 UTC 2025 x86_64 x86_64 x86_64 GNU/Linux
