  screen timeout keeps changing

Status in x11-xserver-utils package in Ubuntu:
  Incomplete

Bug description:
  The screen blanks after 30 seconds of not using the keyboard. I ran 'xset q | grep timeout' and got a timeout=0.
  I then set 'xset s 900'. 'xset q | grep timeout' reports ' timeout:  900    cycle:  0'.
  After 30 seconds the screen blanks.
  I tried:
  xset s 900
  while 1
    xset q | grep timeout
    sleep 1
    end

  I get timeout: 900 repeated until the screen blanks after 30 seconds.
  Then it reports ' timeout:  0'.

  1. The screen shouldn't blank until 900 seconds.
  2. The timeout shouldn't change.
