Some firmwares and battery controllers have a setting to prevent leaving
the battery fully charged for extended periods of time. This is supposed
to slow down battery life degradation.

Have you checked if such a setting is enabled in the machine's bios/uefi
firmware?

Is something else setting a charge threshold?

  Battery charge regularly stuck at 90%

Status in gnome-power-manager package in Ubuntu:
  Incomplete

Bug description:
  Hello,

  I am experiencing an issue with battery charging on my Dell Precision
  5690 running Ubuntu 24.04, kernel 6.8.0-63. The battery frequently
  gets stuck at 90% charge, even while plugged in. To try and reach a
  full 100% charge, I need to unplug the power, completely shut down the
  system, and then restart.

  However, this workaround does not always restore charging to 100% —
  sometimes, even after a full shutdown and reboot, the battery remains
  capped at 90%.

  This behavior seems to occur intermittently and is not related to any
  charge threshold settings that I have knowingly configured.

  I have attached a charge history graph generated with gnome-power-
  statistics. It shows periods of normal 100% charging, followed by
  repeated instances where the charge caps at 90%, and more recently one
  instance where it reached 100% again.

  Is this expected behavior, or could it be a bug in the power
  management system?
