Bug description:
  [ Impact ]

   * On AMD platform with Nvidia dGPU, if the iGPU is not VGA compatible. and pci order is later than NV
   * The system will select Nvidia as the primary GPU, which is wrong on AMD platform.

  [ Test Plan ]

   * Test Ubuntu Desktop and kubuntu and Linux Mint impacted by the
  package update

   * The form factors need to be covered:
     I+N Laptop
     I+N Desktop with output connect to either I or N
     A+N Laptop
     A+N Laptop with output connect to either A or N

   * Check if the graphical login page can show-up and enter password to
  get into the desktop successfully

   * After entering desktop Xorg session

   * Check the renderer by $ xrandr -display <display name> --listproviders
     1. The primary GPU should be on built-in connector for laptop for laptop
     2. The primary GPU should be the card with output for Desktop

   * The Xorg server can't find device to output
