bzip2 is shipped with debug symbols on xenial and later, so this bug has
been fixed since then.

Bug description:
  At Linaro we want to create cross compilation sysroots from Ubuntu
  packages. First versions contained all development (*-dev) packages
  which we needed and now we want to have also debug symbols. For this
  we need to have *-dbgsym packages provided.
