Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I'm a bit confused about the problem. "Shift" and "ctrl" keys are modifier keys. It should not matter in which order they are pressed as long as they are held while pressing the subsequent key ("n" in this case).
ctrl+shift+n or shift+ctrl+n still means pressing n while holding "ctrl" and "shift"

Are you using a particular keyboard layout or input device in which this
isn't the case?

Title:
  Nautilus "New Folder" shortcut incorrectly shown as "shift+ctrl+N"
  instead of "Ctrl+Shift+N"

Status in nautilus package in Ubuntu:

Bug description:
  I am just avg user of computer and below avg user of Linux. So what I
  have got is not bug or something , it is just but just typo in system
  .... PROBLEM is - when we click right-click (open file tab and then
  click , do not click just on desktop ) and we get  context list, in
  that they show short keys next to every/some option. For example
  "Ctrl+C" for copy function , "Ctrl + X" for cut function. But for
  option/function - "New Folder" it is showing "Shift+Ctrl+N", where it
  should be "Ctrl+Shift+N"...... I tried both way , but it works only by
  second  way
