Both octave --no-gui and octave --gui  should return a prompt (the latter in a window).
For instance typing 1+1 <enter> should return 2.

In the bug the prompt is not response and you can't enter anything.

(I have trouble installing the update because I can;t find where apt
stores 'force version' data)

  Upgrade of readline to 8.3.1 breaks Octave

Bug description:
  I upgraded readline via apt upgrade.

  As a results Octave (both gui and commandline version) hangs upon
  startup.

  Reverting to readline 8.2-6 fixed it.
