  RISC-V: Add vector registers to __SYSCALL_CLOBBERS

Status in glibc package in Ubuntu:

Bug description:
  With Ubuntu 25.10 we are moving to the RVA23 ISA profile family which
  relies on supporting vector operations. Upstream discovered a glibc
  bug in the handling of syscalls.
