  External displays not detected after a ~30s delay before entering LUKS
  password on Dell Precision 5490 with SD25TB4 dock

Bug description:
  On a Dell Precision 5490 laptop connected to a Dell SD25TB4 dock,
  external displays fail to be detected if there is a delay of
  approximately 30 seconds or more before entering the LUKS disk
  encryption password at boot. The issue does not occur if the password
  is entered within ~10 seconds of the prompt appearing. This behavior
  is observed on Ubuntu 25.04 in verbose boot mode.

  Steps to Reproduce:

      Connect the Dell Precision 5490 to a Dell SD25TB4 dock with
  external monitors attached. External screens are sleeping.

      Power on the laptop and boot into Ubuntu 25.04.

      Wait for the LUKS password prompt to appear in verbose mode,
  specifically the line: Begin: Mounting root file system ... Begin:
  Running /scripts/local-top ... Please unlock disk
  crypt_dev_nuvme0n1p3:

      Wait for approximately 30 seconds without typing the password.

      Enter the password and press Enter.

  Expected Result:

  The system should boot successfully and automatically wakeup and
  detect the external displays, regardless of the time taken to enter
  the LUKS password.

  Actual Result:

  After the 30-second delay, the system boots, but the external displays
  are not wakenup, not detected or configured and boot continue with
  only laptop screen. Only way to correct situation is to reboot and
  type LUKS password faster or un/re-plug cables from dock.
