  readline event-hook may hang while waiting on input, breaking octave
  (and other packages)

Bug description:
  I upgraded readline via apt upgrade.

  As a results Octave (both gui and commandline version) hangs upon
  startup.

  Reverting to readline 8.2-6 fixed it.
