  Netplan openvpn does not pass manual DNS settings in 24.04

Bug description:
  Settings specified for VPN (OpenVPN) configuration that requires the
  use of DNS from the network the VPN is set for does not get built out
  upon connection. The DNS settings are saved in the YAML file under
  ipv4.dns: "<DNS IP>"

  vpn.service-type: "org.freedesktop.NetworkManager.openvpn"
  ipv4.dns: "192.168.81.2;192.168.81.4;8.8.8.8;"

  
  But the DNS is not setup in the connection (tun0) that is built out and shown via resolvectl status:

  Link 22 (tun0)
      Current Scopes: none
           Protocols: -DefaultRoute -LLMNR -mDNS -DNSOverTLS DNSSEC=no/unsupported

  Nor is it used by dig or nslookup.
