[Bug 2121412] Re: Fractional scaling issue

I think I have discovered a bug on Ubuntu LTS 24.04 in re: to fractional
scaling:
- Given the user navigates to Settings > Displays
- And Enables Fractional Scaling
- When the user changes scaling to 125%
- And accepts the changes
- Then the user can toggle off fractional scaling
- And accepts the changes again
- And the screen will cut off about 20% of the screen
