Title:
  Terminal window unexpectedly resizes on external HiDPI monitor
  configured with 200% scaling

Bug description:
  Use a laptop with a built-in HD screen (1920x1080) with an external high-resolution screen connected. Using the settings app, configure Displays with:
  - Multiple Displays: Join
  - Primary display: the built-in display
  - Secondary display: the HiDPI screen, configure in native resolution (3840x2160 for me) and choose 200% scale.

  Apply the settings and keep them.

  1) Open a terminal window, it should appear on your built-in display
  (if it does not, make sure you drag it to the built-in display and
  close it, then open again). Check its size by typing `tput cols; tput
  lines` - for me it produced 80 and 24.

  2) Move the window to the external screen. The window should scale up to 200%, which is expected. `tput cols; tput lines` still outputs 80 by 24. 
  3) Click any of the edges or corners of the terminal window, as if you wanted to start resizing it. The window will resize itself, doubling each dimension. `tput cols; tput lines` outputs 161 and 50 for me. 

  What should have happened in step 3: the window should have kept its
  size until the user starts resizing the window.
