This bug was fixed in the package xdg-user-dirs - 0.18-3
---------------
xdg-user-dirs (0.18-3) unstable; urgency=medium
* d/p: Use systemd to user session to start xdg-user-dirs-update
(LP: #2121438)
* debian/control: Build depend on pkgconf and systemd-dev.
Needed to pick the systemd paths

Bug description:
Seems similar to https://bugs.launchpad.net/ubuntu/+source/xdg-user-
dirs/+bug/1708569 , but that one was already fixed several years ago.
When installing from scratch the daily build of Questing (25.10), and
logging from GDM into the Gnome Shell session, the $HOME folder lacks
all the XDG folders. This results, among other obvious problems, in
Desktop Icons not working (the DESKTOP folder doesn't exist).
Just opening a terminal and running `xdg-user-dirs-update` fixes the
problem. But, of course, this isn't a solution for the average user.
