Yes, obviously the package needs fixed going forward. See the Debian bug
report.

But it's really strange that you tell me that editing the files is a bad
idea after you deleted all the .json files and broke your 64-bit Vulkan.
I'll take my hacky workaround over that.

  I had to remove about 6 .json files from /usr/share/vulkan/icd.d in
  oder for it to upgrade successfully as these files needed to be
  overwritten:
