[Bug 2122158] [NEW] Please ship systemd-boot-tools on all available arches

Currently, the systemd-boot-tools binary package has Architecture: amd64
i386 arm64 armhf loong64 riscv64, but this is overly restricted. The
tool can be used for cross-building, and it's available on all
architectures, not just EFI ones. This should be Architecture: linux-any
instead.

Doing this in Ubuntu will have the effect of publishing the systemd-
boot-tools package on ppc64el and s390x. This change should have no
impact on the questing release other than making the tool available on
all arches.
