Actually, those build options are specifically for the gnutls backend.
But, in any case, for the openssl backend to use nghttp3+ngtcp2, we
still need the MIRs as described above.

  I want to add http3 to curl non experimental way with ngtcp2.
  I already create here a feature request in question, but I was told to open a bug report for that.
