The offending setting is installed by:

  /usr/share/ibus-mozc/ibus-mozc-gnome-initial-setup.sh
  /etc/xdg/autostart/ibus-mozc-gnome-initial-setup.desktop

I don't see the installation script having changed in a while so this
suggests the outcome changed recently only because there was no other
'ibus' source present.

  Keyboard layout indicator defaults to Japanese (Mozc) in live
  sessions. Quite unexpected.
