[Bug 2125282] [NEW] Language selector defaults to Japanese after reboot despite system language set to German.

Description:
On Ubuntu 24.04. with fcitx5 and multiple input methods installed (German, Japanese, English), the language selector in the top bar always defaults to "ja" after reboot, even though system language is set to German and the last active input method was German before shutdown.
Steps to reproduce:
1. Set system language to German in Region & Language.
2. Set German as the first input method in fcitx5.
3. Reboot the system.
4. Observe that "ja" appears in the top bar, while the keyboard layout is still German.
Expected behaviour:
The language selector should reflect the last active language or follow the system language setting.
Additional notes:
Removing Japanese resolves the issue temporarely. Reinstalling Japanese causes it to reappear as default. This seems to be a locale or priority bug in the language-selector or GNOME session initialization.
