Is this still an issue with Ubuntu 11.04 "Natty Narwhal"?  What about
with the Ubuntu 11.10 "Oneiric Ocelot" alpha 3 LiveCD updated to the
latest versions of poppler (0.16.7-2ubuntu2) and evince
(3.1.2-0ubuntu4)?

  When using the mouse to navigate through PDFs, it works great. But
  PgUp and PgDn sometimes doesn't work at all for some PDFs.

  The PDF causing the problem was attached.
