It's not done automatically on dist-upgrades, but is done for new
installs.  Because it's a Recommends, not a Depends.  I've marked this
as a dup.

  Confirmed

Bug description:
  When selecting backup to ubuntuone, I get the following error:

  ImportError: No module named couch.auth

  Installing ubuntuone-couch fixes it.
