Title:
Battery indicator stuck on fully charged

Status in “gnome-power-manager” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: gnome-power-manager

When the laptop battery is fully charged and the power cable is
removed the battery monitor does not notice this change, and does not
report the battery as discharging until the "battery is critically
  low" alert is hit.

This affects gnome-power manager as settings such as "suspend on
laptop lid closed" do not work correctly, when this issue is
encountered and the laptop lid is closed the screen is just blanked
(which is the option for laptop lid close when on ac power).

Running acpi in terminal correctly gives:
Battery 0: Discharging, 95%, rate information unavailable

This bug has affected me in ubuntu 9.10 and 10.04
