thank you for your bug report, could you open one bug by issue next time? it's hard to track different bugs in one ticket, some comments:
- bug #803858 is the bug used to discuss the locale selector need
- gdm in GNOME3 dropped the language,locale selector from their login screen as well
- gdm doesn't have an xrandr guy either, it runs g-s-d though but the current unity-greeter for lightdm (which is the default greeter in oneiric) does the same

closing that bug since it's mostly duplicate of issues already tracked
but feel free to open new bugs for issues you get!

Status in “lightdm” package in Ubuntu:

Bug description:
  I am currently testing oneiric and wondered, why ubuntu decided to use
  lightdm instead of stable and reliable desktop managers like gdm.

  lightdm does not allow

  - to choose the language/locale settings
  - does not allow to choose the keyboard layout
  - does not provide a way to choose a different screen resolution (or run xrandr in setup scripts), which is needed since many of todays displays report highter resolutions than their panel actually has, and X11 usually chooses the highest resolution, which is really bad. 

  It is definitely not a good idea to replace gdm with lightdm. lightdm
  is not light, it is insufficient.
