Could you please attach a screenshot of what you are describing? It
would also be helpful to have a screenshot of a different application
where the scrollbar is working as you expect.

  no arrows appear on scrollbar when mouse cursor is on it.

Bug description:
  it is very inconvenient to try and put my mouse on that skinny
  scrollbar. In the newer versions on ubuntu there would usually be two
  arrow buttons that appear when you put your mouse button over the
  scroll bar. Perhaps that was something that was missed with firefox?
  because everything else that requires scrolling has those arrows
  appear.
