Fixed in lucid. I hope "Fix Committed" is the right status to set.
Karmic is likely still affected, but might not be supported anymore.

Bug description:
  Binary package hint: network-manager

  When the wireless option on this laptop is disabled indicated by the
  physical button (at least when pressed manually, though it may have
  become that way after a resume from suspend/hibernate), network-
  manager via the applet still tries to connect, still lists the last
  wireless scan results and give no indication that the connection isn't
  available.

  Perhaps a separate, but closely related bug (already reported?): When
  re-enabling wireless via the physical button, network-manager doesn't
  appear to resume the network connection. "sudo restart network-
  manager" fixes it.

  Perhaps a blueprint for adding re-scanning for wireless networks would
  be useful too. I know such a feature would help with my network's low
  SSID broadcast rate.
