In my case click to "Keyboard Preference" simply open "System Settings".

Bug description:
TEST CASE:
1. Click on the keyboard indicator on the panel to open the menu
2. Click on 'Keyboard Preferences'
Result
It opens the 'Region and Language' preference and the active tab is 'Language'. Keyboard preferences is another gnome-conctrol-center applet.
Expected:
Rename 'Keyboard Preferences' to 'Keyboard Layout'
The 'Region and Language' preference opens directly on the Layouts tab.
