[Bug 582883] Re: "Swap ESC and CapsLock" does not work for shortcuts

Bug description:
Binary package hint: gnome-control-center
I swapped ESC and CapsLock using gnome-keyboard-properties (layout,
options, capslock key behavior), but CapsLock still behaves as
CapsLock instead of ESC for keyboard shortcuts.
Steps to reproduce:
- Set "Swaps ESC and CapsLock" (keyboard, layout, options)
- Open "keyboard shortcuts", click a command and press alt+CAPS
- Try to execute the command by pressing alt+CAPS > nothing happens. It does work when you press alt+ESC, but in that case CapsLock is also activated.
