[Bug 428854] Re: scroll bar does not work as expected

steps to reproduce
- of course open software-store
- click on a category with lots of items (for instance "Accessories")
- move the mouse to the right scrollbar some pixels below the draggable hand
- click and hold the mouse button
not expected: the scrollbar will start to go down till the bottom
expected: the scrollbar will start to go down till the mouse pointer
