  gnome panel on side disables virtual desktop keyboard shortcut

Status in “gnome-panel” package in Ubuntu:
  Expired

Bug description:
  Changing the properties of the bottom system tray, Gnome Panel, to
  move it to the right side, prevents Ctrl-Alt-arrow from switching
  virtual desktops.

  I am running Jaunty 9.04 with no desktop effects, and standard 2 desktop Gnome Desktop, with current updates.
  Thus, no compiz nor metacity is running.
  gnome-panel:
    Installed: 1:2.26.0-0ubuntu7
    Candidate: 1:2.26.0-0ubuntu7
    Version table:
   *** 1:2.26.0-0ubuntu7 0
          500 http://us.archive.ubuntu.com jaunty/main Packages
          100 /var/lib/dpkg/status

  Restoring Gnome Panel to bottom behaves normally again. Mouse clicking on virtual desktops always works.
  (System) Keyboard shortcuts are as shipped, not customized
