  System monitor displays too high download rates

Bug description:
  Binary package hint: gnome-system-monitor

  When I'm installing something via apt-get install xxx for example, the
  system monitor displays a download rate of about 700-800 kiB/s, but
  only 380 are possible. Apt-get displays the correct download rate of
  about 380 kb/s.
