Title:
  Default encoding on a en.US system is Western (ISO-8859-1)

Status in “epiphany-browser” package in Ubuntu:

Bug description:
  Binary package hint: epiphany-browser

  While the whole OS is in UTF-8 the web default encoding is set to
  Western ISO-8859-1. Shouldn't that be set to UTF-8 by default as well?
