  Unable to add new keyboard layout in keyboard preferences window

Bug description:
  Binary package hint: gnome-control-center

  In the keyboard preferences window, "add a new keyboard layout" is
  greyed out with no further explanation.  This was working before I
  upgraded to Maverick, although I can only assume it is something
  specific to my setup as I find no references to this issue through
  Google.
