Correct.  The interface for the Wireless connection setup changed
significantly since the first report.  The behavior is no present in
newer version of Ubuntu.

Status in “gnome-system-tools” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: network-manager

  This issue occurs on  Ubuntu Gutsy

  System->Administration->Network Settings > Wireless Connection >
  Properties-> Network name (ESSID)

  The dropdown lists the available networks with the corresponding
  connection strength.  There is a problem with the display of the list.
  The text with the network name overlaps with the strength percentage.
