Status in “gnome-control-center” package in Ubuntu:

Bug description:
Oneiric's gnome-control-center (System Settings) is still missing some
important settings, eg:
* There is no icon for accessing the screen saver / screen locking
settings (so how does the user stop the PC from automatically locking
in Oneiric?)
* The keyboard settings app is missing keyboard layout (so how does
the user add another keyboard layout?)
It does have two icons for Ubuntu One, though :)
Is this to be expected or just a bug in my particular installation?
Will the missing settings be added in before Oneiric final?
