[Bug 825939] [NEW] No easy way to change theme

In ubuntu 11.04 there's an application called "Apeareance" that helps to change the theme, icons, cursors, etc..
But in 11.10 the application doesn't exists.
There is an application called "Gnome Tweak Tool" but it depends of Gnome Shell, and it's not user friendly
I think the fix for this is an Unity Theme Engine, making easier to users and developers to get, install and change a theme.
For example, a Dash with themes, a package file for install it (including gtk3 theme, icons, wallpaper, unity dash icons, panel colors, backlight modifications, etc...)
