Same thing happens to me.
Also, I use html5 on videos. Looks like this is somehow connected. On basic, non html5 video content, volume, brightness and other notebook acpi shortcuts works as intended (instantly).

Status in gnome-power-manager package in Ubuntu:

Bug description:
There is a long delay between pressing the Up or Down volume key until the volumen change (5 - 20 seconds).
I have only firefox and terminal open, but many tabs.
This is a regression e.g. the bug has been fixed before but has reappeared.
The bug disapears after some time and the buttons works normally, but it can
be reactivated using the following sequence:
- start youtube html video in firefox
- maximize window
- stop video
- minimize window
Now if you try to change the volume you get the long delay again.
